Rain, dust, salt haze and snow, dawn to night. All of it changes how a battle looks, and none of it changes how it plays.
Cosmetic only
Weather and time of day change the look of a battle and nothing else. The rules never read them. A seeded mission plays exactly the same in a dust storm at night as on a clear evening: the same sight, the same hit chances, the same results.
Each mission rolls its own weather and hour from its seed, its land and the campaign week. A region's weather fits its ground: rain falls on forest, parkland, marsh, coast and highland ground, and heat shimmers over salt flat and desert rim.

Dusk is the most common hour and the game's home look. At night each exile carries a small torch light, and fires and lanterns burn brighter.
